Rationale
This ballot seeks to incorporate suggested changes from the last ballot (2023) which have been held for consideration as new business. This includes additional language in Scope to add reference to the SI Quick Reference Guide in Form and Style; modify 3.1.1 to change "test specification" to "standard" and to include the full title for C125; modify 4.1.2 and 4.1.3 (departure from plane) for clarity.
