This practice covers the determination of road and parking lot pavement surface conditions through visual surveys using the Pavement Surface Evaluation and Rating (PASER) method of assessing pavement surface conditions.

Rationale
This practice is intended to assist agencies in understanding and rating the surface condition of asphalt and concrete roads. It describes types of defects and provides a system to visually rate pavement conditions to facilitate project prioritization and identify appropriate maintenance and rehabilitation treatments. This practice allows non-technical individuals to assess pavement condition and use the condition rating information in system level pavement management.
