Revision of A941-25b Standard Terminology Relating to Steel, Stainless Steel, Related Alloys, and Ferroalloys

Rationale

Referring to the melt practice stipulated in certain A01 standards, the terms “killed steed” and “fully killed steel” are both used. Standard A941 provides a definition of “killed steel”, but not of “fully killed steel”. This is creating confusion in the industry as witnessed by several inquiries received concerning alleged non-conforming material where the ASTM standard states “fully killed” yet the test report states “killed”. It is common in the steel-making industry that “killed” and “fully killed” are used interchangeably. Indeed, the seminal publication, “The Making, Shaping and Treating of Steel”, Ninth Edition published by United States Steel devotes a section (Section 2) to ingot structures. In this section, the terms “killed” and “fully killed” are used interchangeably. Therefore, it is proposed to add a discussion to the definition of “killed steel” in A941 to explain that “killed steel” and “fully killed steel” have the same definition.
