Revision of F2291-25c Standard Practice for Design of Amusement Rides and Devices

Rationale

This ballot covers two changes to the Loads and Strengths section of F2291, specifically the discussion
of appropriate load factors for combining wind and live loads:
1. In section 8.22.4.4 (2), it is intended that non-operation in wind loads still maintain loads
imparted by movable equipment, without patrons but still with the self weight of the vehicle or
“movable equipment”. It is possible that existing language could be interpreted to mean loads
imparted from the motion of empty equipment. For most systems (such as a rollercoaster),
these loads would be for vehicle, without patrons, in a stationary storage position. Language
has been added to this section to clarify.
2. As stated in sections 8.22.4 and 8.24.4, the load factor modifications in the subsequent sections
are intended for use along with load combinations in ASCE 7 (the current latest edition is
ASCE 7-22). For international use of F2291, the local code accepted by the AHJ should be
used, but in absence of a locally accepted code, the modifications listed to ASCE 7 would
apply (as stated 8.22.3.1 and 8.24.3.1). For this reason, the continued reference to “ building
code” or “local building code” in the subsequent sections is redundant and confusing. This
language has been removed since it is already clear in 8.22.4 and 8.24.4 that this only applies to
use of ASCE 7.
