New Practice for Population Modeling for Launch and Reentry Public Risk Analysis

1. Scope

Identify reliable sources of population data and vulnerability for people on land, surface vessels, and aircraft for inputs to public risk analysis. Provide assumptions that can simplify analysis to scale for vehicles and trajectories that can show acceptable risk with lower fidelity modeling.

Rationale

This standard is needed to support launch and reentry vehicle operator public risk analysis that must account for distribution of people, geographically and temporally, where there is a high probability of impact.
