Prepare guidelines for designing bituminous or asphalt stabilized materials to include foamed bitumen, bitumen emulsions either with or without Portland cement concrete.

Rationale
There is a lack of Standarization for bitumen stabilized materials. This standard proposed to establish the guidelines and eventually test methods used in this paving process. Cold in place recycling or stabilized asphaltic materials are a sustainable way of maintaining the infrastructure.
The title and scope are in draft form and are under development within this ASTM Committee.
