This paper outlines the theoretical and mathematical considerations underlying the development of the closed-system triaxial compression test described in the Appendix. Criteria for rating the suitability of bituminous paving mixes for various traffic conditions are presented. As the result of several years' experience in the use of this testing procedure, it is recommended for design of all mixed-type bituminous surfaces.
