Titanium production and sales in 1953 were reaching a point where the titanium industry had to take a good look at its major problem—the lack of uniformity in mill products. If high-geared production were to be realized in the next few years, three components of the uniformity problem had to be resolved—a need for (1) more and better qualitative and quantitative testing, (2) more correlations of test properties, and (3) more realistic and workable specifications.
