In 1916; a special group was appointed to advise Committee D-1 on the practicability of a coordinated study of the physical problems connected with paint. The ASTM Year Book of 1917 listed F. P. Ingalls (chairman), H. A. Gardner, M. Y. Seaton, and G. W. Thompson as members of Subcommittee XVIII.
