The 1977 document by the Committee on Hearing, Bioacoustics and Biomechanics (CHABA) Working-Group 69 titled “Guidelines for Preparing Environmental Impact Statements on Noise” is a welcome relief from the proliferation of environmental impact statement requirements of state and Federal agencies. A more unified approach is badly needed to permit a ready exchange of information between these agencies. However, extensive field noise surveys have shown that the concept of an annual day-night average sound level may be too general. Significant seasonal effects are shown which negate the usefulness of the annual day-night sound level concept. An alternative noise descriptor is suggested. In addition, road and highway noise, usually a major element of the community noise picture, contains an inherent measurement problem which should be addressed in a uniform manner. Finally, meteorological effects exist which must be accounted for by the guidelines. Practical measurement experience should be incorporated into the guidelines for the preparation of environmental impact statements on noise.
