SourceThere have been few successful procurements of resource recovery systems. Of those which have led to contract only a few have been for the provision of recovery on a fee-for-service basis. This paper discusses some of the problem areas that must be overcome if recovery is to become a significant aspect of the municipal solid waste management program. A plea is made for a “fairness” doctrine and more openess in the procurement process.
