The development of a company-wide heat flow meter calibration program based on the National Bureau of Standards Certified Transfer Specimens is discussed. A description of the procedure followed in order to ensure accurate measurements of thermal insulation in conformance with the Federal Trade Commission's requirements is given. The procedure ensures the maintenance of the equipment calibration for all testing locations by providing each with a set of secondary reference specimens. To stress the importance of the program, the reference specimens and the maintenance of the equipment calibration, a Certificate of Calibration for each specimen and a set of instructions was provided to each test location.
