The development of mix design procedures is reviewed historically along with the theoretical concepts on which current procedures are based. Durability considerations are included. An evaluation of the strength tests utilized in design procedures is made and the effect of test variables on the selection of a design asphalt content is presented. The currently used standard procedures, while serving a very useful purpose, are shown to be empirically based and lacking from a fundamental and rational point of view. A mix design system is needed that relates engineering properties to mix parameters and translates to design that prevents failure in all of its various modes.
