This paper will discuss several legal issues surrounding the promulgation of the OSHA hazard communication standard. The specific areas that are discussed are the litigation challenging the validity of the standard; the litigation on the preemptive effect of the standard on state right-to-know laws; the product liability concerns that are raised by the standard; and, the effect the standard will have on employee relations.
