The work of developing quality measurements needed to improve the performance of buildings and the serviceability of facilities lies not so much in what the measurements are but in how suitable they are to the needs of those that will be using them in the development, design, construction, management and operation of buildings and facilities. Users must first articulate their needs, then development of measurement will follow. Dr. Francis Ventre, presenting the Keynote paper, outlined a sequence for metrological measurement of naming, ordering and scaling the variables of interest. The paper included a discussion of metrological history and measurement theory.
