The ICC Performance Code Effort and Its Relationship to ASTM
SourceThe International Code Council is working to develop a performance-based code system that will start with a clear definition of the intent of the code, followed by approved methodologies that allow the use of prescriptive codes and performance-based design. Standardized approaches to performance-based designs are lacking and many code officials are reluctant to allow the use of such a design; e.g. a design using a computer fire model for analysis. Groups like ASTM can play a vital role in formalizing the performance-based design process as it relates to fire. ASTM 1591, Guide for Data for Fire Models, provides a standardized methodology to evaluate data appropriateness for use in modeling. In the future, ASTM 1546, Guide for Development of Fire-Hazard Assessment Standards, may provide a similar sense of security regarding fire-hazardassessment methodologies.
