Chapter 1 | Scope of Phase I Environmental Site Assessments

In this chapter, we provide a brief history of the Phase I standard, discuss the effect of the Brownfields Amendments and AAI, and introduce some of the terminology used in the standard. We limit our discussion to just four types of players in the Phase I ESA: the lender, the buyer, the EP, and the regulator. We identify the scope of the standard and how it can be applied to establishing the scope of work with your client. Finally, we also touch on some of the limitations of the standard.
