Chapter 5 Planning the Asbestos Abatement Project

Most abatement projects are conducted in preparation for renovation or demolition, which are subject to the National Emission Standards for Hazardous Air Pollutants (NESHAP) requirement to “thoroughly inspect the affected facility or part of the facility where the demolition or renovation operation will occur for the presence of asbestos …” [1]. If a Baseline Survey has been conducted, the existence of asbestos-containing materials (ACMs) in the affected area will have been determined, or the survey may have been thorough enough to state with confidence that no ACMs are present in the locations where the renovation or demolition work will be done. Because a Baseline Survey does not include inspection of concealed spaces and is subject to other limitations discussed in Chapter 2, it is more likely that further investigation will be needed to satisfy the NESHAP “thoroughly inspect” requirement.

The first step in planning for an asbestos abatement project is therefore to find out if one is needed. If a Baseline Survey hasn't been performed or doesn't provide enough information to satisfy the NESHAP “thoroughly inspect” requirement, a Pre-Construction Survey according to Section 8 of ASTM E2356 should be performed.
